How much over the Home Report should you offer for an Edinburgh home?

If you’re buying a home in Edinburgh, this is a question you should be asking, but it’s a tricky one to answer. 


In Scotland, most homes are marketed at "offers over" a set figure, and it is down to buyers to work out how much more to offer to secure the sale. If you don’t offer enough, you could lose out, but making too high an offer means you pay over the odds. It’s a tightrope and can feel like a bit of a gamble.


The starting point should always be the Home Report. Every home brought to market in Scotland comes with one, and they include an independent surveyor's valuation of the property. That valuation is important for two reasons. Firstly, it gives you an impartial view of what a home is worth, and this will set an upper limit on how much a mortgage lender will lend against it.  An important point to remember is that anything you offer above the Home Report figure usually has to come from your own funds.


But the question is, how much above the Home Report figure are Edinburgh homes currently selling? 


The latest figures show that buyers in the capital are still paying a premium, but the massive over-bidding we saw in the recent past appears to have abated somewhat. Across Edinburgh, the Lothians, Fife and the Borders, homes achieved an average of 102.1% of their Home Report valuation in the quarter to June 2026, even as competitive bidding eased a bit, according to the latest ESPC House Price Report*. 


So, a typical home sold for a little over its valuation, but not the larger percentages that buyers worry about.


An important word here, though, is “average” and this figure can change quite a bit when we look at different areas and property types. Looking at the prime market, homes in the EH12 postcode achieved the highest figure, selling at 103.2% of Home Report valuation in the first quarter of 2026, according to ESPC's prime market review. Well-presented family houses in sought-after streets can still attract a lot of competition, while other homes are selling close to, or even at, valuation figures.  Attractive properties in good areas can still attract substantially over Home Report valuation.


So, the way we see it, there is no magic formula for offers, and local knowledge is as important as ever. Before deciding on a figure, we advise looking at what similar homes in the local area have recently sold for, as well as considering how long the property has been on the market, and having some insight about how much competition it is likely to attract. A solicitor or estate agent who knows the Edinburgh market well can help you read those signals and set a figure that reflects both the property and your own budget. Local amenities, school catchment areas and transport links are among the features that make a particular area more attractive to buyers.

Buyers have a little bit more room to breathe than they did a couple of years ago, but the most sought-after homes still go to a closing date, and getting the offer figure right takes judgement rather than guesswork.  In some cases the opposite is true and it's possible to buy a property for below Home Report value.”


A final point to bear in mind is that the amount you offer is only a part of the overall picture in a home purchase. In Scotland, sellers often weigh up the whole package, including your proposed date of entry and whether your offer comes with conditions attached (for example, are you in a chain, or still have a property to sell). So, sometimes an uncomplicated, well-timed offer can potentially win over a slightly higher one.
